An explaination of the program would be nice before a download. I'm not going to just download a random executable for no reason. That's how viruses spread.

Dance Rebirth is a new online front-end to Stepmania developped by Groupe AIF responsible of many online game projects. Other major Dance Dance Revolution (tm) simulators such as pyDance and DWI (Dance With Intensity) will also be supported, but the first one will be Stepmania.
Dance Rebirth features an online linkage between Stepmania players allowing them to play together to their favourite songs, with or without a dancing pad. It also offers the possibility of leveling up and avatar customizing making playing Dance Rebirth even more enjoyable. You should know that we are still in the beginning of development for Dance Rebirth so, the current versions are alphas and doesn't contain all the features we have planned for the future. The game will still be playable, and slowly, with updates more features will be added.
All you have to do is install Dance Rebirth, register for a free account on this website, run Dance Rebirth and start playing ! Stepmania CVS alpha 21 is already installed with Dance Rebirth, so no need to redownload it or to do big difficult installations. This Stepmania though will only be dedicated to Dance Rebirth and cannot be used for single-player (offline) playing.
features
The current features in alpha 1001 (alpha 1) are:
* A skinnable/customizable online front-end client
* Possibility to create games in Light, Standard and Heavy difficulties
* Possiblity of using some modifiers such as 1.5x, 2x, 3x, 4x, 8x, Hidden, Sudden, Stealth.
* Games can contain up to 8 players all together
* Challenge your friends with the "Challenge" difficulty
* An auto-updater keeps your version of Dance Rebirth always up-to-date
* A song database with 55 songs (and more will come with time and people's submissions)
The future features in alpha 2001 (alpha 2) are:
* Avatar Customization
* Possibility of getting Golds to buy Avatar items
* More modifiers supported
* Possiblity of leveling up and getting ranked within the ladder
* Possibility to add your friends to a friend-list to contact them anytime
* More songs in the Song Database
* A trading and gift system to share your items and golds with your friends
* Possibility of restricting the level of your game by setting a mininum level requirement
* And possiblity some others...

Is there a reason it's not hosted on the web? And how is the program different from SMLan (besides being unofficial)?

once they get all the bugs fixed then they will host it on their site and you can submit songs to them and they WILL put it on asap  |

I can't say I know much about SMLan, so from that perspective, why would I use this instead of the "officially sanctioned" SMLan?

The server isnt working, I can't even get in  \
Oh, and I trust you aren't adding songs with terrible/off-sync steps.........that would just totally ruin everything
