Since there are blue icons for administrators, does it mean that non-administrative members can now achieve "HEAVY" status??

No. We felt the necessity to separate out the Administrators so that people would know who to contact when they have account issues. Moderators are still sporting the green heavy foot.

Technically yes, because "non-admin" can mean mod. Mods are Maniac Members. Can non-mods become Maniac Members? Only if we ask, and that probably won't be happening anytime soon

Just to nitpick. The moderators are maniac members, not "heavy". We are sporting more of an ol' school look. We didn't update because the Admins don't want to be Challenged. And Oni (demon) probably wouldn't be for the best either.
Plus, I am sure a few of us would be offended being called "Heavy".

What I'm saying is that if we ask someone to become a maniac member, then they also become a mod. So a non-mod becomes a maniac member...but also a mod =P
But right now we don't need any new mods, and so we don't need to ask.
