i did a search and and came up with no answers...
and no, i did not put this in the "feedback" forum because the definition of said forum is "Request features, report bugs, or praise us." i am doing none of those things.
i am legitimately asking for this site's definition of "chit-chat". i assumed it meant anything not related to any of the other thread topics. "chit-chat" is usually people talking about random subjects that they would like to share with other members.
so if someone is "chit-chatting" about something that has been talked about before and some people don't care to read it anymore, can't they skip it? chances are, with the high number of members this site has, any given subject will be brought up many times. that's just how forums work.
to say, "it uses up bandwidth and costs me money" makes no sense. were you guys not aware that there are costs involved? if you have too many members that you can't afford it, maybe you need to work on solving that problem?
i'm just trying to understand how the site works. i belong to many, MANY forums and have not come accross any as restrictive as DDRF.
i'm just trying to figure this place out.
now, if someone is posting "how do i..." or "where is...." and the answer can be found by performing a search, then closing a thread makes total sense. but when someone is posting in the "chit-chat" forum to start a conversation and it's locked... well, i still don't understand.
definition of DDR chit-chat:
"Random DDR related stuff, introductions, discussion, etc. Anything that doesn't belong in the other DDR-related forums goes here!"
maybe it should be:
"Random DDR related stuff, introductions, discussion, etc. Anything that doesn't belong in the other DDR-related forums goes here, just make sure it interest US or hasn't been talked about before!"
i dunno. just me chit chatting again. i hate to ask questions on here 'cause questions seem to be met with contempt. _________________

This has nothing to do with DDR. You should have put it in Random Chat, or better yet, PMed a mod. _________________

chit chat is anything that the authur of the post was too lazy to figure out its rightful location or is so unbelieveably general that there is no way it can fit into any other category.

Umm, no.
I'll address your problems in a coherent, organized way, going top to bottom.
1. Technally, this would go to Feedback.
2. You, yourself defined "Chit-Chat" a little later on. Also, what is in front of the words "chit-chat?" Perhaps DDR??? Which means general talking about DDR.
3. They can skip it, yes. That is why the posts are not all together. If a topic has appeared many times within a short period of time, it most likey will be locked. If it hasen't appeard for a while, or is new, it will stay.
4. That is why redundant posts are locked.
5. DDRFreak is not restrictive. It is well organized.
6. That is very hard to do.
7. It is most likely a thread that has happened over and over again, belong to a different forum, or has a sticky topic somewhere else. Also, someone probably will refer them to the serch.
8. This is true.
9. This is un-true.
10. The mods return what is given to them.

well, thanks for at least giving my post a fair amount of consideration. okay, so my questions weren't DDR related, but they were site related, so doesn't that count??
anyway, so the moral of the story is: if it doesn't have anything DIRECTLY to do with DDR, the game, don't post it right? meaning you guys never talk about anything else on here? THAT would explain quite a bit. i appreciate the help. by the way: no post i have ever made (and you can check.. there are few) have ever shown contempt in anyway. just asking questions or having fun

Site Feedback is a catch all for anything Site Related. This is Site Related, and so it would go there. As already said, the description isn't an end all be all restrictive description, but it's there to give you an idea as to what the forum should be about. Although it's funny because you're asking what the definition of "chit chat" is after referencing the description of a different forum. The description for DDR Chit Chat includes:

There you go. If it doesn't belong in one of the other DDR related forums, then it goes in Chit Chat. Chit Chat is a catch all forum (like Site Feedback in a way) but for threads that do not belong in other areas. So if you have a thread, and it belongs in Consoles, post it there. Belongs in Arcade? Then it doesn't belong in Chit Chat. But if it doesn't fit anywhere else, then stick it in Chit Chat.

Maybe it's just me, but it sounds like you're asking a question with the assumption that people are forced to read every single thread. They're not, so of course they can skip a thread if they've already read about it. No one is forced to post, no one is forced to read. Except for the moderators, but that's because we're slaves

Actually it makes perfect sense. For someone who asks about skipping threads that have they've already seen (which would cut down on bandwidth, and if you refrain from posting when you don't need to...that also cuts down on bandwidth) it's odd that you say this doesn't make sense. JDogg (the owner) is very aware of the costs of the site. This website is a business (it's a registered LLC) and so if it can save money then it will. If it can save money by saying "don't make stupid worthless posts and wasting our bandwidth" then it should. Business try to make money and save money, and this website needs to act like a business if you expect it to survive.

I strongly disagree with that statement, but that's just me. I've been to forums where I've been banned simply because the admin didn't like my name.

It depends on the thread. If it's a complete and utter pointless thread, like "Hey let's take about our favorite word in the song 'Dynamite Rave'" then I would lock it. It is a conversation, but in all honesty it's a DUMB conversation. It's a pointless conversation. And no, it's not the regular users' decision to make. It's the staff's decision. I say a lot in the Random Chat forum that "Random Chat != Pointless Chat." It's great to have a forum that allows topics that don't fit in other forums. But that doesn't mean we should allow stupidity.

So...you defined DDR Chit Chat and yet this entire thread is asking what the definition is. I'm highly confused as to what the point of this thread is. But to respond to the above quote: yes, it should interest the users, or there is no point in having it. If you make a thread and no one is interested in it, then the thread will die. If it has been talked about before, like asking about Importing DDR (a Sticky thread in DDR Consoles) then yes we will lock it, because we're not going to allow two threads about the same subject. There's already a place to discuss it, so why have two places? Having one thread and locking a second keeps all the information in one place, so when people come looking for that information it's easier to find.

Example? I've rarely if ever seen a moderator answer questions negatively with no negative provokation by the person who asked the question. We don't allow flaming/flamebaiting (and so the mods don't do it) but regardless of that I'm not going to respond to you in a negative way just because you ask a question. Just because I don't use millions of smileys in my replies doesn't mean I'm angry, or annoyed, or tired, or anything. I just don't see a point to end every sentence with or or
In the end, I'm confused as to what your question is. You seem annoyed or frustrated or upset or something negative by suggesting we add "or hasn't been talked about before" to the definition...but then say that if the answer to a question can be found through a search, then the thread should be locked. That seems like a contradiction there. You ask what the definition of DDR Chit Chat is, and then quote it in your post. I'm lost.
