Question about the forums and usernames (technical)

I cannot find any examples right now but I do know that approximately two years ago, here in these forums users could have Japanese characters in their usernames. I do not know if that support was removed recently or if the trend died, I haven't exactly been an active member recently. Here is my problem.

I now run a website of my own with phpBB forums and whenever I tried to enter the ampersand codes for the characters, it just displays the code rather than the characters. I see that a filter in the forum software is converting my ampersand to the ampersand code for ampersand but I can't seem to find where to disable that in any of the php files or in the admin panel. Any directions on how to fix this would be much appreciated. I've already tried the official phpBB forums but I couldn't find anything there and I figured a place that had already successfully implemented it would be much more effective at answering my question anyway. Sorry for the trouble

They do work on these forums. A user in southwest has a japanese name.
However, I can't say if we've changed anything, (or if phpBB was changed something).

I know we have the ability to post HTML turned off, so that can't be it. I don't know specifically if we have done anything or if the phpBB group has.

They may have switched to a different character encoding in the default layout. This might also have to do with the removal of non charset characters to comply with HTML specifications.

as an extension of last year's April Fools joke, numerous users (myself included) changed our usernames to Japanese character representations of our names (I even changed my old GIR banner to reflect it), so it is possible.

you have to put it in in unicode. if you don't know about it, it's an international special character format that is inputted in this format:

Yeah, if I recall someone else in southeast had a name with japanese text. You just have to figure out how to do it.
