Pad not working correctly.

I got this pad a while ago:

It works fine on my PS2 with MAX and MAX2, but for some reason when I use it on stepmania it doesn't work correctly. I set the arrows to correspond with the correct buttons, and i can see that they do register, but for some reason when a large arrow pattern comes up, it won't hit most of the arrows. I'm thinking stepmania stops itself from taking every signal.

Anyway, anyone else have this problem or an idea to fix it? Thanks.
