Mobile versions of Bemani games

First of all, hell yes that would kick ass.

It might be possible to get them onto some US cell phones....depends on what operating system/runtime environment they're built for....if they're just Java applets, there are a lot of US phones that could run them...other phones might be able to run them too if they were recompiled for the correct OS/RE. If, however, they're built around some sort of proprietary phone software, there's pretty much no chance.

Someone living in Japan would have to get the games and upload them to their computer to distribute them over the internet...and of course you'd have to have a data-link cable to put them on your phone...

Anyway, bottom line is it might be possible, but it's probably never going to happen.
