help! two dance pads with ems usb2?

i have two controllers hooked up to the ems usb2 ("dualshooter"), but only one works.

in the control panel under "gaming options", this is what the properties of the dance pad that's plugged into the "game controller" port looks like:

and here's what the properties of the dance pad that's plugged into the "gun controller" port looks like (and doesn't work):

this is under windows 2000. the switch on the ems usb2 is set to "pc". i've reloaded the drivers, have direct x 9.0, tried this on two different computers, made sure the dance pads are working, everything! help!
