| For some reason, I see that the forums are under the highest setting of security (TLS 1.0). I'm running an Opera 6.0 browser in windows 98. Why is that? |

Either you're viewing the site through a proxy server, Opera is lying to you, or you're mistaken. Internet Explorer doesn't use TLS by default, and I can view the site/forums just fine.
