Personally...

I would never trust anything off of Ebay no matter how cheap, lets just say I'm a firm believer in making the most of my money, just 2 weeks ago I bought my CF and can't find anything at all wrong with it, I'll spare you the shameless praise. So I'd tell you to get a CF before trying anything on Ebay.

Look in the Metal Pad Discussion stickied thread. There's stuff all about Ebay pads in there... There are a few new kinds of pads on ebay, however. The mymybox/six arrow solo 2003 pads are pretty good, i have heard. and the cyphergames ones are good after you replace the arrows, i have heard. the true arcade ones with the backbars and the BNS ones on ebay are pretty new, so no reviews/feedback i can recall. just as a sidenote- I got 2 redOctanes from http://www.redoctane.com they're great.. had them about 2/12 weeks to a month so far, no problems, and i play on heavy.
