is there anywhere I could find the original ITG SIMFILES?

Like on DDRUK they got all original simfiles E1.gif

Worth noting that you can extract 'em from the ITGPC data files if you've got a copy of the game - and the ITG2PC files are available for free (in the Mac updater). As an added bonus, you get the BG movies too.

I've posted a tool here (you're on your own making it work, though), and I'm told there's a Windows program that does the same thing.

With the lawsuit settlement, does this now mean that we can upload and share official ITG simfiles throughout the web? Or is the decision up to Konami?

No. If you upload any ITG2 files at all, or any information on how to get them, Konami will personally come to your house, steal your milk and cookies, and put you in jail for piracy.
