Explain to me the "Penny Sensor Theory?"

Hey there, folks. I was just wondering. My TX Pad is going crazy, and I am 100% it's the foil on the arrows. Can some one tell me how the "Penny Theory" works in detail? And how I can execute it (do it)? Thank you in advance. By the way, I've done a complete forum search, and I have found results. I did not understand it. Therefore, I have an excuse to start a new topic.
