How to build this particular dance pad...

I came across this on the Stepmania website:

and I was wondering if anyone has any clue on how to build one of these pads. Or if anyone has instructions on how to peice this together with instructions in English.

i'm looking to build my first Dance Pad, and would love to use this design.
