1)Stepmania 3.9 final has been released
2)Stepmania got BGAnimations back on their site! Yay!

I thought Ive been playing 3.9 for the last year or so?

No, you've just been playing an older build(s) of 3.9, like alpha 22 or something. The actual for real final version of 3.9 was released recently.

Stepmania 4 is still in a pre-release testing/development stage. CVS is Concurrent Version System, a development system designed to help multiple programmers work on a project and to manage, track, and integrate changes from different sources.

CVS builds are generally distributed for testing and development purposes. Pre-release software can be very buggy and unstable and should be used with caution. It's best to stick to stable versions unless you have a specific need for a CVS-only feature, or if you're involved in the testing or development of the software. CVS software is updated on a very frequent (often daily) basis often with little or no testing between versions so bugs can come and go quite rapidly.

3.9 is the current official, released version of Stepmania. 4 is pre-release, and although you can download and use it, it's still unfinished, not fully tested, and currently under further development.

Stepmania 4 will someday be officially released, but since 3.9 was just released less than a month ago, and since Stepmania 4 will be a major revision, don't expect it to be out for a long time.
