It's an April Fool's Joke. If I recall correctly here's how it was done:

There's like this thing that lets you put files and data on to a cartridge (SD card?) that plays by your GBA. You can also put images and things of the like in to it too. That image is a Photoshop image and I believe the "8-bit or 16-bit" sounding song that they had was just a fake one made up by Audicity or Garageband, or something of that nature.

It's just an elaborate AFD joke like the ITG for PSP one.
