Who actually creates the step patterns?

I was just wondering who actually created all of the step patterns to all of the popular songs. Does the songwriter have any input to how hard their song will be?

the song writer makes the songs and decides how the steps are. If its too hard they make the steps human possable. So im guessing that the people who make the somgs check if its human possable first.....

If anyone ownes DDRMax USA or Konamix, the interviewers usually ask if they decide if the arrows are made (the songwriter). Their answer is no.
Programmers make the arrows.
