can you play burned ps2 japanese games if you have a fliptop?

recently, i tried burning japanese max2 for my friend who has a fliptop and it didn't work for him.

burning games is not illegal... if they are just your backups... are fliptops illegal? i dont think so.

Oh, and if you're burning it for your friend then it's not a backup. So it's illegal.
