The ones from 3rd Mix in particular; why are they so jump-laden? They just seem so out of place.

I've found the stepchart artists for 2nd and 3rd mix seemed to favor jumps, and jump-step combos. I guess back then that was their idea of hard, rather than crippling Velocity and Chaos used these days.

Captain Jack songs also seem to have an unreasonable number of jumps.

Be Lovin has a lot of jumps. But that isn't exactly the topic. I like korean songs, and I don't see why DDR has seemed to abandon them lateley. Like PIU I think has the best music out of all the major dance games, cause korean songs are just plain good. But maybe there are a lot of jumps in kpop songs because they just seem like they call for jumps. IDK, but when I listen to those songs I just hear... jumps.

If I had to take a totally wild guess, I would think that maybe the steps for those songs were all made by the same person, and that person happened to like jumps.

If I had to take a wild guess as well, perhaps, these kind of songs (Starian and the other songs both games share) have a lot of jumps in Pump It Up. Since Korean songs were introduced to attract PIU players to DDR, maybe Konami wanted to make the transition as comfortable as possible.

Or I could be completely wrong but I thought I remember reading something like that before.
