To add C-Mods, go to the Metrics pad in the default theme folder and look under [ScreenOptionsMaster] # Player options Speed=10. Add a new line for the C-Mod. For example, Speed,11=mod,c500;name,C500. Don't forget to update the Speed=10 line and change the value to correspond to the total # of speed mods.

Also, to avoid the infamous "metrics could not be found" (or something like that) error, make sure that after you add your mod, to enter the folder titled "language" and open the file titled "english". Find the speed mod section and add in your mod (for instance, if you put in C640, in the english file in the speed mods section, you would put "C640=C640" I think, it should be self-explanatory.)

Not to take away from the topic, but the Saddam heads are the effing funniest thing Ive ever seen. The "Stomp on Saddams face to the music game." It could work.
