ok so I'm avatar stupid riiight.gif and I have one made up and its sitting on a file in my comp.

what do I need too do to get it to uploaded on the site?

host it somewhere like http://photobucket.com and then copy & paste the url of the pic in the section of your profile that says "link to offsite avatar" of course it has to be 48x48 pixels wide and im not sure what the maximum kb it is but oh well there ya go.

The max dimensions are 64x64 actually. It's listed in the Forums FAQ.
