I'll try:

First, download a song: http://bemanistyle.com/sims/simfile.php?id=14461 . You'll need an account.

Open the song in .zip (it should do it automatically).

Go to My Computer
Go to Local Disk:C
Go to Program Files
Go to Stepmania
Open Songs
Create a folder. Name it My Songs.
When you're in My Songs, create a new folder (the name of the song you downloaded)
Drag and drop all of the files in the zip into that folder
Load stepmania
Done!
