the blur is likely caused by an over exposure of the camera. _________________

ITG2 (which is what's being played) puts the Marathon name in the progress bar along with the song name. Example, if you were playing Driven on Monolith, the progress bar would say Driven - Monolith. |

which of itg2's mods aren't in stepmania? any which is the one that makes the arrows spin (not tornado)? |

For the first question: I can't think of any mods that aren't in SM 3.9 RC3. However, negative % mods don't work properly there (you'll need SM4 CVS for that). Note that Bumpy and Beat are in RC3, but not selectable on the default theme.
Dizzy makes the arrows spin. |

If you click on the "EXIF Image Details" link, you can see that the exposure time was 1/3rd of a second...that's a REALLY long exposure, and would certainly create that streaking effect with the arrows.
However, such a long exposure time can be necessary in certain conditions...such as when the only source of light in the room is an arcade machine and you're not using a flash.
With my camera, an indoor photo without flash usually uses a 1/8th of a second exposure. With flash its about 1/30th of a second. Outdoors in bright sunlight results in 1/1000th of a second. _________________
