I just think ITG is a little more loose overall, DDR is strict, ITG isn't as bad, and pump is just easy, assuming the song is onbeat. _________________

ITG is more "loose" as Dawgbowl said - I think that people are just not used to this, because of all of the DDR they have played. If you think that the songs are offbeat, just get used to them _________________

I too have had some issues with timing and the like with ITG... and here's what I've discovered: (It's just my opinion and after studying it for a while... plus is the music education I've had too talking)
ITG has a very slightly different timing window than DDR, in the fact that it is slightly looser and as far as step timing is concerned, ITG is ever so slightly behind the beat. This is what I see in the arcade version.
In the home version of ITG, as compared to the arcade version, the steps fall slightly ahead of the beat, but barely by much. This is by comparison though. Visually speaking (by looking at the select marker at the music select screen) the step seems to be ever so slightly ahead of the beat.
Again, since MOST ITG home players are basing their opinions on their ITG arcade experiences, it will most likely feel that the music and steps are slightly "off-sync".
Another technical note though, some people may be experiencing differences based on their connections to their tv/sound systems. There might be slight timing differeces (but I'm probably wrong) when using RCA, Coaxial, or Hi-Def cables for their sound...
