.59 is Dot-Five-Nine, which is tengoku in Japanese. It means heaven.

Not sure exactly about the story behind it, but if you put it on Heavy + Little, it has 51+1 (52) steps.

Story behind 5.1.1. according to Konami website (in Japanese), this title seems to come from story they thought of, this old guy living in room 511, day dreaming or something like that.

Welcome the first week of Japanese 101. We all have to start somewhere.

Anyway, Orion.78 is specifically about the Orion Beer Festival that takes place in Hana. It's a pretty damn big bash, and the singer in the song is presumed to be an Okinawan girl spouting gibberish.
...Someone won a nerd of the day award a while back in another thread for explaining the whole context in great detail.
