It's Alice in a kimono. She's originally from 5th mix. The white "snow" is actually Sakura petals (which is a cherry blossom, a type of tree). She has the word "Sakura" painted on her cheek (I believe.)

It's Alice, and there's proof in that by downloading any of Nosaj's backgrounds with her in it (look under Sakura) and somewhere in the name will be... you guessed it, Alice. Because it is, in fact, Alice.
