The file is actually a hidden zip file:
Stepmania\Songs\foonmix PLUS\trn_remake\part3_7\BGAnimations.ini
Rename to .zip and unzip in the Stepmania directory.
It contains new oni steps for a few songs in Foonmix and Foonmix Plus. Plus 4 new oni courses and one brand new song.

| No offense, but even among the bungle of code that the computer uses to tell me it doesn't have the right language font, it was easy to tell what to rename. |

The whole line about changing the .ini to .zip just flew over my head. I had the file, just no idea what to do with it. -.-
