What's up with the avatar sizes?

I mean, they get resized when OVER 64x64 pixels, but you shouldn't resize them when the are UNDER that much, it makes some people have to make a normal avatar for other forums, and waste the time to put it so it's surrounded in a 64x64 box. Can't you just make it so it doesn't resize anything under it?

That would require the server to read each avatar and figure out what size it is in order to determine the tags we should put around the avatar. We're not going to do this.
