What's the earliest SM version that supports freezes?

I'm thinkin it's the earliest version of 3.9, but I'm just checking, since 3.9 won't run on my computer, but 3.0 final will. :is hoping the answer is 3.0:

One more thing, does it support ONI steps? I'm thinkin' it would, seeing as how 4th Plus had SMANIAC steps. What about Nonstop or Oni mode? I'm clueless about this stuff.
