This could be for any number of reasons-

If the TV is very old and you had to run the signal through a VCR I'm assuming that the VCR is hooked up to the TV through an RF coaxial cable. This is bad as that's the worst possible connection on a TV resulting in a blurry picture and lackluster colors. There's nothing you can do except buy a new TV.

As for the taking up the whole screen problem many video cards with TV-outs have settings that allow you to change the horizontal and vertical dimensions and move the image around on the x and y axis for fine tuning. Without knowing your video card (or if you're even just using a PC -> TV adapter) I can't really help you there.

Im thinking maybe you have the resolution too high, anything higher than 640-480 resolution will make it look blurry because your tv cant handle such high resolutions...

Play with that little knob on your tv that says contrast. Contrast should always be turned to them max when using a computer output. Also turn up sharpness. Color is kind of tricky, but find some screen with bright colors, such as pink or red, and turn the color down enough so they don't glow. That should somewhat improve your picture, but the best fix is a new tv.
