No...! On the Japanese 5th mix I rented and played and played, eventually a total of eight selectable characters became available on each side, versus the original six. One of those unlocked characters was a cute cow-chick with hat, etc. She was hot. I liked to watch her after hitting the last arrow on a song. *swoon* Someone back me up here!
Maybe you're talking about that futuristic cool-guy all dressed in black? Bleh.

The cowboy guy from 5th Mix is Naoki.
Anyway, my favorites are:
Rage: I really like the 5th Mix version of him - I love that jacket!
Devil-Zukin: Only the 4th Mix version, though - she looks so cool!
Emi: Any version of her is fine with me. The blue hair, the beanie...she looks like someone you'd like to have as a friend.
Naoki: Hehe, Naoki looks kind of cool as a cowboy.
Some of my other favorites are Alice, Maho, Yuni and Akira, but I don't have comments for them.

My favorites are Spike and 5th Mix Charmy... Astro was pretty cool, too..
I think character revival would be cool, but they would distract from the backgrounds... I think they should just make more background animations with the characters in them...
