It's good to see that you want to improve on your dwi authoring. I used Stepmania CVS and it did seem out of synch. When you make a negative gap value you have to make sure it's accurate by multiplying the millisecond count of each beat by a multiple of 4 and subtracting the lead in gap value. In this case, the millisecond count is 380 and the lead in value is 400. Multiply 380 by 8 and subtract 400 to get 2640. This sounds far more on beat. Also try 158.04 for the BPM.

I had the problem of 'overcooking' the steps when I just started out as well - it's mostly an experimental/need to cram everything and the kitchen sink in thing. Study the official charts and see how the pros do it.

One more thing - don't take it too seriously. ;)
