anyone out there into mixing/making electroni/dance music?

if any of you guys and gals are into mixing and making music, could you please reccomend a good software program (or anything else) that would allow me to create original music or remix premade music? i need something that's good and relativly cheap. something that can change tempo, add beats, ect.

if anyone could point me to something like that, i'd be really thankful.
