Well the first thing you need is a mini dv cam or something. Something that has firewire, usb, whatever. Usually those types of cameras come with software for capturing video, although you can use stuff like Adobe Premiere to capture footage off your camera. It's all in the software.

For the "El Cheapo" approach to this...

Go Pick up a TV-Tuner Card for like $50/$100 ($300 if you want HDTV support) & then connect your existing Video Camera or a VCR w/ the tape from the camera to the computer & dump the video that way through your preferred software.

Of course, you'll need to compress/chop-up the file before showing it online.

You can also use a iLink port, most Sony video cameras come with em...well mine and the ones I saw did.
