I've never heard of anyone's account being temporarily suspended. Has it ever occured on this site? What is an offense worthy of a suspension?

Exactly which page was that from? It may be a relic from the Ultraboards, where instead of points we just had warnings:

1st warn - no action taken
2nd warn - always public, no action taken
3rd warn - one week ban
4th warn - perm ban
