That's on ANY song. And yeah, you can add custom mods, but that requires hacking the machine which you'd need not only knowledge of how to do so but also permisson of the manager of your arcade.

In the metrics.ini for the theme, you can change the red to another color and/or change what difficulty it changes at (at least I think you can change that), but you can't, for example, make 5s blue, ...
